Parents won't co-sign on a college loan - what can he do?

My son wants to go to Illinois State University but has no money to do so. He has been accepted by the school. His father will not co-sign on a student loan allowing him to go, and I have no money or credit, so I can't do it, either. He can't get a scholarship - it's too late for that. Is there some way he, as an independent 18 year-old, can finance going there himself or get a loan completely on his own? He has no collateral. We are completely in the dark here on how to pull this off. Any and all suggestions will be very much appreciated. Thanks.
