Colleges in West Virginia?

I live on Long Island and i am looking to move to West Virgina. I would like to go where it is affordable. (example, rent for a one bedroom studio where i live is between $1200-$1600 which usually does not include utilities) In addition to that, I would also like to attend college while there. I do not want a party school that is large as I get easily distracted. Any suggessions on a college in a good area or a friendly town to live in WV? Anything will help.
